USA's carbon footprint?

When statistics are put out about the 'large' carbon footprint of USA does it include the carbon generated by the production of food, materials etc that the USA sends freely to underdeveloped countries? Should the USA get a 'credit' for these carbons and the receiving country get charged? What about the carbon generated that creates the wealth that enables the USA citisens and USA gov't the ability to give money, military protection etc to developing countries?
