Skype is not a free program, some people use it instead of a phoneline. You would need to pay for the minutes you used, but it's probably not that expensive. The number might work, it's just a phone going over the internet, but it probably won't, because your carrier set that deal up for you, unless his did. There aren't free phones on the internet (legal, that is), but texting can be free, like using AIM from your computer, you wouldn't pay for it, or using an iPod touch app for texting over wifi would work.
